The State and organization of Culture: the organization and the state of Culture

A quick glance at the recent history of public policies on culture in Brazil would lead us, without much effort, the following questions: 1) the actions that are necessary to articulate and develop our cultural production within a context of local, state, national ? What role would be up to the Government in each of these spheres and as a whole? What models of existing funding levels of efficiency and their distortions? Given the wide cultural diversity of the country, which is being encouraged and what the ramifications social, economic, political and ideological of these options?

These questions seem unanswered for policy makers of Culture in Brazil, very critical of existing policy, But largely reluctant to face any significant change of course. This is what we see when the subject matter is the so-promised reform of the Rouanet Law, a subject can make our educated managers lose their composure. After all, we must not forget that many different interests and big money is at stake, a game so far where the predictable outcome with few exceptions only survive the public and private producers stronger and influentes.

Desde 2003 the Ministry of Culture aims to achieve changes Rouanet's, something that only in 2009 looks like it will happen. And if it happens, will the Ministry technical and organizational capacity to manage these changes? We hope that the reform of Rouanet to become a reality, as other important projects in the Ministry give the impression that they would only in speech. I refer to the "More Culture announced a budget of 4.7 billion, but that in two years of work and before any harbinger of economic crisis had received just over 200 million.

Another worrying news is blocking 78% of the budget of the Ministry until the month of March. If there is unlocked or cuts, just not enough already sabemos.Se the misfortunes of the Ministry of Culture, the Ministry of Finance also decided to give his "substantial contribution" to the cultural sector. In tricky maneuver, the Finance minister Guido sent to Congress on the lights out in 2008, the project of Complementary Law No. 128, increasing the percentage of tax of cultural enterprises. With the tacit approval and vote of our noble legislators, thousands of small cultural enterprises are at risk of being forced to move to the informality of its employees resign or conceal their taxes. The Ministry of Culture has pledged to reverse this situation.

E looks at the state level, as would the cultural management? Well, here we go: reduced from $ 6 million in the budget of the Secretariat, not to provide resources and dates for completion of the traditional Incentive Award for Short Film, as well as notices for the Promotion of Dance, various workshops that Regional Cultural little or nothing to interact with the municipal culture, authoritarianism without subterfuge in the resignation of maestro John Neschling of OSESP, as well as the hidden character in the dismissal of journalist Luiz Nassif, the Padre Anchieta Foundation, are just some of the criticisms levied publicly public policy of the state Secretaría.

The small cultural producer, as is all this? And the reform of the Law Rouanet, actually happen? Be made the necessary adjustments to be effective democratic? It is also true that the Minc need to have greater power management and coordination of public policies, and that includes, apart from the reform of the Rouanet, increasing their budgets. Our congressmen so adept at taxing the tax would have the same ability to improve the budget of the Ministry of Culture?

With the approach of the 2010 election platform being set up, there are plenty of putative critical character, motivated by political and economic interests. As cultural producers would like just a little more respect and consistency of our public officials and federal lawmakers.
